Video on demand rules tighten

The Ofcom report, Sexually Explicit Material and Video On Demand Services, recommends government should introduce new legislation to prohibit films classified R18 from being included in UK-based video-on-demand services unless appropriate mandatory restrictions are in place. Also recommended is the prohibition altogether from UK-based services of material whose content is stronger than R18 and which the British Board of Film Classification would refuse to classify. This would give statutory backing to the current interpretation of the Communications Act which requires that persons under 18 should not access on-demand programme services containing material that might seriously impair their physical, mental or moral development.
